DOLE Allots Close to P2.8 Billion for Ilocos Livelihood and Employment Programs

The Department of Labor and Employment (DOLE) has earmarked a substantial amount of PHP89 million specifically for implementing the DOLE Integrated Livelihood Program (DILP) in the Ilocos Region for the current year. Approximately PHP18 million was utilized under the DILP in the first half of the year from January to June. This fund was used to assist around 1,068 beneficiaries, offering them opportunities for livelihood and imparting necessary training.

The DILP is designed to assist vulnerable workers, including:

  • Individuals who are self-employed
  • Farmers without land
  • Family workers who are not paid
  • Workers who have been displaced
  • Parents of child laborers
  • Seasonal workers with low wages

In the previous year, 2023, the program extended its benefits to approximately 13,584 residents of the Ilocos Region. These beneficiaries received livelihood assistance worth PHP144.6 million.

For the TUPAD program, DOLE has set aside a significant budget of PHP1.9 billion. In the first half of this year alone, around 151,979 regional beneficiaries have been provided temporary wage employment. For this purpose, DOLE disbursed approximately PHP558.7 million.

Benefits

TUPAD beneficiaries received PHP4,350 for 10 days of work. In addition, they were provided with:

  • Personal protective equipment
  • Hats
  • Long sleeve shirts
  • Insurance coverage

In 2023, the TUPAD program extended its benefits to 193,242 regional beneficiaries, assisting worth PHP872.5 million.

Government Internship Program (GIP)

The Government Internship Program (GIP) has welcomed approximately 3,747 interns who have embarked on internships lasting from three to six months. This initiative offers students and recent graduates the valuable opportunity to acquire hands-on work experience within government agencies or local government units.

As compensation, the interns receive a stipend equal to 100 percent of the minimum salary rate applicable in their respective regions.

Opportunities for Employment

Out of the total number of interns who completed the program, 519 individuals have secured employment in both the government and private sectors. This reflects the program’s high success in helping interns transition into the workforce.

Special Program for the Employment of Students (SPES)

The SPES program offers summer jobs to students in both private and public sectors. Approximately 943 youth have been assisted through the program, benefiting from a budget of about PHP16.8 million.

Salary Distribution

In the Special Program for Employment of Students (SPES), employers contribute 60 per cent of the students’ salaries, with the Department of Labor and Employment (DOLE) covering the remaining 40 per cent. In 2023, the SPES program supported approximately 4,032 students in the region, while the Government Internship Program (GIP) benefited around 5,720 students.

Employment Rate

According to DOLE Ilocos regional director Exequiel Ronie Guzman, as of April 2024, the employment rate in the region stands at 96.5 per cent, which translates to a labour force of 2.4 million. He also mentioned that around 100,000 jobs were generated in the first quarter of the year through various means, including 39 job fairs organized by DOLE. These job fairs attracted 7,855 applicants, out of which 1,319 individuals were hired on the spot.
